There are lights at the stairs that indicate who has the right-of-way!

点评：The entrance to the arch is along the promenade, and not at the square, so that's one thing to look out for. Once you get up the elevator, there will be extremely narrow sets of stairs to navigate to get up, so foor traffic has to be one-way.
You'll need to press the button if you want to get up the stairs to indicate the people upstairs that the stairs will be occupied. Red light means the stairs are currently occupied by the opposing foot traffic, green light means you're good to proceed. I learned it when staff taught me a lesson about it when I didn't notice what they meant and went up on a red light. They were only stationed before the second set of stairs and I missed it on my first stairs, oops.
Other than that, it has a great sweeping view of Baixa, the square, and Castelo de Sao Jorge. Worth going up, but just watch out for their red light, green light controls.
